I have the honour to forward in accordance
with Colonial Regulation 215 a petition received from
Sanitary Inspector R. G. McEwen asking that he may be
allowed to continue in the service of this Goverment
until August 1925.

Mr. McEwen has never been a really satisfact-
ory officer, though he has managed to keep out of serious 22 trouble, and it was with considerable hesitation that

I recommended in my despatch "o.378 of the 24th of November
1922 that he should be promoted to the post of Senior
Inspector on probation for one year and on condition that
he should retire at the age of 55.
The year's probation ended on 31st December,
1923, and the Head of the Sanitary Department reported in
January, 1924, that "he had survived a year of increased
responsibility without serious mishap" and recommended that
in view of his long service he should be confirmed in hie
post. I approved this recommendation, again on the understanding that he would retire in May 1924 on reaching the age of 55, He appealed however for more time to settle up his affairs, and he was permitted to postpone his
departure until the middle of August 1924 when a passage
